Chancellor Frank Alexander ruled Southern Corp and its subsidiaries violated the state Consumer Protection Act with false and deceptive sales practices. He ordered restitution to damaged customers, a ban on deceptive methods, and $100,000 in civil penalties against three officers. The court also requires notice to buyers after January 1975 and sets a 30 day period to file proofs of claim with Harrison County Chancery Court.
Southern Corp president Nicholas Elliott, sought for arrest in Harrison County, called the court’s contempt ruling a shock and argued he has not been told of Chancellor Frank Alexander’s order. Elliott, in Florida on business, warned he might be jailed if he returns to Gulfport until he cooperates with the court-appointed receiver and turns over records.
Downtown Biloxi merchants and professionals block a proposed Vieux Marche special taxing district after a petition against the plan fails to gain majority support. The Biloxi City Council rejects the idea until over half of affected businesses endorse a single taxing plan, delaying urban renewal efforts.
