U S District Judge Samuel Conti accepted Sara Jane Moore's guilty plea for attempting to kill President Ford. The judge urged Moore to reveal any involvement of others and set January 15 for sentencing with potential life imprisonment.
Miss Moore pleads guilty after the judge overrules public defender James Hewitt who urged a trial. Judge Conti accepts the plea citing psychiatrists who find emotional disturbance but mental capacity to understand wrongdoing. Lynette Fromme faces Wednesday sentencing for the Sept. 5 attempt on Ford in Sacramento.
Conferees report from Washington shows the House refusing a fast-track plan for a six month extension of 1975 tax cuts. The 256 to 160 defeat blocks a two thirds vote and hints at a Ford veto amid spending concerns. The bill must move through the Rules Committee for a standard majority path.
A tax cut package advances for a committee vote despite a straight party line split. Democrats claim enough votes to override Ford, but a presidential win could raise average taxes by eight percent next month for many workers. The plan includes a work bonus extension aiding poor families with children and preserves withholding rates through June 30 before a broader extension in 1976.
Biloxi citizens at a Biloxi Community Center meeting unanimously endorsed 33 proposed projects for 4.1 million in second year community development funds. Expenditures for the Tullis House and a multi purpose center drew heavy questions as officials outlined costs. Mayor O Keefe said focuses will be on facilities and capital improvements over social services due to long term city costs. He called public input at hearings a tremendous participation.
Residents and groups submitted about 5.8 million in projects for Biloxi, though only 4.1 million in funding is available. Key items include a library cultural center under construction and waterfront improvements. HUD funding aims include 500000 for storm drainage and 322500 for a multi purpose center with half requested for next year.
A three judge 5th Circuit panel issued a temporary restraining order blocking the Jackson County I 10 interchange and nearby borrow pit work to protect the last 40 Mississippi Sandhill Cranes, an endangered subspecies. The halt lasts while the court weighs the case's merits. activists say only the interchange and drainage ditches are affected, not the entire highway.
U S District Judge John Sirica blocked a planned 13 cent per ounce rise for first class letters and other increases set to take effect Dec 28. He ruled the steps required by law were not followed and ordered the Board of Governors to file a new rate request with the Postal Rate Commission, delaying any higher fees. The ruling could worsen the Postal Service’s projected 1.4 billion dollar deficit for the current fiscal year.
