The Pennsylvania Public Utility Commission approved a 3.588 million dollar rate increase for Penelec to take effect tomorrow. About 324000 customers in 24 western and south central counties will be affected. Residential bills rise about two cents daily while commercial and industrial charges climb about six percent.
