Conferees reach final agreement on an $18.5 billion higher education bill tangled in school busing disputes. The measure would fund colleges nationwide, provide a basic $1,400 aid per student, and allocate billions for desegregation, Indian education, voc Ed, and research while risking opposition from civil rights and anti-busing factions.
The Pennsylvania Senate moved a 54 million welfare appropriation toward a final vote next week while Republicans signaled uncertain rapid passage. House approval came after tying the bill to a separate measure granting legislative control over Welfare Department regulations. Democratic leaders will caucus before deciding Monday if the bill is taken up.
The Somerset County Borough Association denounces the county commissioners 60 40 liquid fuel tax split approved Tuesday shifting 60 percent to the county and 40 to municipalities The group urges remaining at 50 50 until next year and notes borough budgets January to January complicates funding The meeting at Zion Lutheran Meyersdale included county officials and policy discussion on home rule and Act 62.
Gov Milton Shapp announced Wednesday that the Shade Central City Joint Authority will receive 604,560 in state and federal grants for a sewage treatment plant and related facilities. The authority will obtain 201,520 from the state and 403,040 from federal sources, with state funds drawn from the Project 500 bond issue. Statewide 61 grants totaling 12.5 million were awarded.
Pennsylvania asks the Supreme Court to review the nation’s school funding by local property taxes. Attorney General J Shane Creamer says Pennsylvania rejects the doomist view and supports exploring new education funding methods.
Washington reports 10 Republican senators issued a Republican Declaration of Conscience urging immediate full desegregation of public schools. Timed to the 18th anniversary of the Supreme Court ruling against separate but equal, they vow no delay or evasion in implementing the decision.
Between April 15 and May 15 five brown and white Hereford cattle were taken from the Robert Decker farm one mile south of Garrett. Police value the cattle at about 1600 dollars and are watching passes for rustlers. The incident carries a Western tone but authorities describe it as larceny.
South Vietnamese forces again attacked across the mountains west of Hue in an effort to widen the city’s defenses. North Vietnamese artillery shelled key bases while a C130 cargo plane crashed in the central highlands killing seven of nine American crew.
The United States and South Vietnam told the Vietnamese Communists they are willing to resume peace talks but warned it takes two to negotiate. North Vietnam rejected Nixon's cease fire proposal and ruled out U.N. or Geneva conferences. In Pennsylvania the forecast calls for warmer, partly cloudy conditions with possible thundershowers.
Members and wives of the Somerset County Shrine Club toured the Shriners Burns Institute in Cincinnati. The 18 Shriners and 15 wives, including Past Potentates Delbert V. Meadows and Thomas M. Tresse, met Syrian Temple hosts. They viewed operating rooms and patient wards, learned about treatments, and met children aided at no cost.
