Richard James Velmin, 23, of Toledo Ohio, was captured along Route 40 near Addison by Pennsylvania state police and charged with stealing a late model car from a Bridgeport Ohio lot. He allegedly attempted to steal gas from a farm truck and fled before being arrested Friday morning. he is jailed in Somerset and to be turned over to the FBI for Dyer Act crossing state lines.
