The Department of Health Education and Welfare issued nationwide nondiscrimination guidelines for schools. They require desegregation efforts in the South and address housing-based segregation in the North while avoiding fixed racial quotas and setting a 1969 70 completion target for voluntary desegregation.
The Pennsylvania Senate Republican caucus debates a $53 million bill granting public school teachers a $500 yearly raise. Democrats await GOP reaction while PSEA leader Joseph Standa warns teachers will resist shrinking the bill and backs delaying action until after the April 23 primary.
The Civil Aeronautics Board set a new Louisville to Pittsburgh route to start Monday. It expects annual gross revenue between one and five million dollars and the service will operate without subsidy eligibility.
15 year old Esperanza Rendon from Quayaquil Ecuador visits the United States under International Fellowship. She lives with Mr and Mrs Raymond K Saylor in Salisbury since February 2 attending Salisbury Elk Lick High School as a freshman. Her foster sister is 14 year old Debbie Saylor.
A federal judge ordered Frank J. Honkus of Holsapple's Honkus Construction Co to pay 6000 in back wages to 35 employees. The Department of Labor alleged failure to pay overtime time and a half for interstate commerce and the judge also required compliance with minimum wage laws and accurate records.
Rep J Irving Whalley urges a four lane Route 219 from Somerset to the Maryland state line as essential and vows action to accelerate construction. He notes past efforts from 1951 to 1968 and seeks release of $64.5 million in federal funds to Pennsylvania for highway work in the 12th district.
Somerset County Maple Producers' Association prepares for the March 28 Meyersdale judging contest to crown the 1968 Maple King. The event highlights a high scoring producer based on maple product quality and production history, with past kings listed from Keim to Wable.

Somerset Family YMCA discussed future programs at SumIt Diner Monday. The basketball program ended with six teams and 55 boys average attendance. 14 boys from the top two teams received YMCA tees. Johnstown swim program starts March 16 with 51 boys and 49 girls, running 10 weeks, with trips each Saturday. President Johnson urged a total national effort to win the war and peace in Vietnam at a National Farmers Union gathering in Minneapolis. He warned Communists aim to erode US morale via dissent while condemning surrender and calling for unity behind leaders, troops, and allies.
South Vietnam plans a 125000 rise in armed forces this year with US equipage. Total military and semi military personnel would near 900000, behind only China and Korea in Asia. Accelerated mobilization could include lowering draft age and recalls.
Ex foreign secretary George Brown told Parliament that democracy inside the British government was at risk amid the gold crisis and his resignation. He warned power could slip beyond Cabinet to outside sources, while Prime Minister Harold Wilson faced a tough budget and party divisions.
In Washington AP says gold prices fell Monday after a seven nation agreement to halt government sales to speculators. Paris traded around 40.10 per ounce from 44.36 last Friday while Zurich and Frankfurt quoted 38 to 41. London market closed until April 1. Johnson urges national austerity to cure the monetary crisis.
U S Marines charged through rocket fire to overrun North Vietnamese trenches four miles north of Dong Ha. The 4th Marine Regiment engaged an understrength enemy force, killing 67 and losing 12 killed and 24 wounded. Helicopters and fighter bombers supported the attack. See ALLIES on Page Two.
