Shapp backs local income tax plan to replace property taxes

Gov. Shapp endorsed a bill allowing localities to levy income taxes up to 3 percent on earned and unearned income, replacing nuisance and property taxes. The measure would raise municipal and school district rates, extend taxation to unearned income, and phase in rollbacks to avoid windfalls while hearings are planned this summer.

State House Upholds Pennsylvania Blue Laws in Sunday Sales Vote

The Pennsylvania House approved preserving Blue Laws 141 to 56, defeating a repeal bill. Rep. Halverson and Rep. Englehart opposed repeal. The Supreme Court will decide, after a 13-county injunction paused prosecutions. Blue Laws dates trace to 17th century.

Labor Leaders Fault Carter and Congress in Address

Lloyd McBride as USW president and George Meany of AFL-CIO criticized the Carter administration and Congress for failing to deliver on worker needs. They demanded protection from imports, work toward full employment, health coverage, and a higher minimum wage, while urging party pledges be kept. PBS Coals Inc. president Marlin C. Sherbine says forty long distance independent haulers who failed to appear for work last week are out of a job. The walkout began May 24 to push for higher per load rates and affects steel mill shipments to Pittsburgh. Sherbine cites lack of a contract and mentions rail as a cheaper alternative.
