State police file 20 counts against former Cen tral City mayor James J. Mihelcic over the disappearance of about 40 000 in ambulance funds. Warrant issued by Windber Magistrate Anthony Muscatello with Mihelcic due to surrender December 28. Charges include theft misappropriation forgery and false statements among others. Investigators say funds were moved to multiple bank accounts and not used for debts of the ambulance service. An FBI probe previously joined the case.
