A choking London smog tightens an icy grip with 200 hospitals on standby for a potential disaster. The Weather Bureau compares it to the 1952 killer smog, warning of high sulfur content and advising vulnerable groups to stay home.
Washington AP Secretary of the Navy Fred Korth announced that families of sailors and civilian workers at Guantanamo Bay will begin returning within days. About half of the 2,800 dependents are due back. ships and flights from Norfolk New York will carry the first reunifications by mid December amid Cuban crisis winddown.
Maj. Gen. J. Calvin Frank, retiring commander of the Cross of Lorraine 79th Division, says about 5,000 of his 8,000 Reservists may lack assignments in the planned Army Reserve reorganization. The 79th will be replaced by the 157th Brigade, based in Upper Darby, with 3,312 men. Some may stay in the Reserve for a year, then choose to resign or join new service units. The Defense Department also seeks to reduce Pennsylvania National Guard units from 171 to 153.
Harry Mitchell, 23, of Boswell, received 12 to 23 months in Allegheny County Workhouse after pleading guilty to the November burglary of Prontesti's jewelry store. Betty Jane Rice, 24, Boswell, got two years probation with restitution and costs. Gregory David Roose, 23, listed among those sentenced.
A 28 year old Washington DC dishwasher Warren Swanson walked into the James R Hoffa conspiracy trial and fired an air pistol at Hoffa. The shots missed causing minor injuries and Swanson was knocked down by Hoffa as marshals and a spectator restrained him. He is ordered to Springfield MO federal prison medical center.
New York AP Gov Nelson Rockefeller, a potential 1964 GOP contender, faulted the Kennedy era for missing economic goals. He urged elimination of government waste and leaner management, opposing shorter work hours without productivity gains.

Bernard Richards, 57, leader of a small band and head of the insurgent Chicago Musicians for Union Democracy, defeats James Petrillo 1690 to 1595 in a surprising election for president of the Chicago Federation of Musicians. Petrillo, 70, loses the union post for the first time in 42 years and his son James Petrillo Jr. is also toppled as financial secretary by Ervin H. Trisko.
Prime Minister Nehru visited Tezpur to inspect Indian forces awaiting moves by Chinese Communists. Commanders reported possible troop movements but no official withdrawal, as Nehru sought defense strengthening and a potential negotiated settlement.

Governor Lawrence and Adjutant General Malcolm Hay announced the 28th National Guard division will be increased despite overall Guard cutbacks. Hay said the 28th and its 104th cavalry will stay intact with higher strength, and personnel from disbanded units may join the 28th.
The White House released a letter from President Kennedy to Adlai E. Stevenson stating his fullest confidence and best wishes. The letter, addressed to the U.S. UN delegation chief, signals Kennedy’s intent to keep Stevenson at the post and notes his role in shaping policy that Kennedy says helped end Cuba’s nuclear threat.
Bucks and Montgomery counties announced plans to seek state aid to launch two year community colleges. Bucks hopes to file by December 15, while Montgomery aims for February end. Pennsylvania may create state supported colleges with $1 million initial funding.
Residents donated 45 pints of blood during a Rockwood Church of Christ visit by the Bloodmobile of the Somerset County Chapter American Red Cross. Mayor Phillip Schaff chaired the event in Mrs. P. R. Kerrigan's absence. Fifty donors appeared. five were deferred for medical reasons. Eleven were first time donors and 21 donated replacement blood.
United Nations Ambassador Adlai E. Stevenson on NBC Today said he supported an arms blockade of Cuba in advance but opposed any invasion. He rebutted a Saturday Evening Post report alleging he dissented from the NSC committee's October stance. White House had denied the article and affirmed Stevenson’s backing of the blockade.
