The Thai government declares martial law in five southern and central provinces near Bangkok to curb a growing Communist terror movement. The decree lets authorities arrest and relocate suspects and villages to sever guerrilla support. martial law already exists in seven northeastern provinces.
AP Special Correspondent reports Stokely Carmichael the Black Power advocate ends a five month journey with a Stockholm press remark that he will return to the United States. Along the trip he met Communist audiences in England Cuba Havana and North Vietnam where leaders welcomed him as a figure in liberation struggles. Carmichael linked the Black Power movement with global revolution and received high level praise from North Vietnamese officials before concluding his odyssey.
Cairo announced Egyptian anti aircraft guns brought down three of four Israeli jets violating airspace near the southern Suez Canal. An Israeli spokesman said only one plane fell, on a routine patrol. Pilots bailed out with searches under way over the Gulf of Suez.
Somerset Barracks of Veterans of World War I and its Auxiliary will hold regular meetings December 3 at the V F W Hall in Somerset. The Auxiliary, led by President Mrs Ruth A Male, will host the Barracks and both groups will install new officers then celebrate with a Christmas party and gift exchange. Announcement came from Willard H Male, Quartermaster of the Somerset Barracks.
The State Insurance Department opened court action in Commonwealth Court to take possession and run Coal Operators Casualty Co in Rockwood. Attorney General William C. Sennett filed the petition for State Insurance Commissioner David O. Maxwell, who had suspended Coal Operators Agency Inc and its principal sales affiliate. Maxwell noted that policies would stay in force.
Gov. Shafer opens Pennsylvania's constitutional convention urging delegates to abandon partisan aims and seek the common good. The ceremony in Harrisburg features Lt. Gov. Broderick as president and Robert Casey, Frank Orban, and James Michener in key roles as officers.

South Vietnamese police arrest a high ranking Viet Cong National Liberation Front emissary en route to a meeting with U.S. Embassy officials in Saigon. The embassy denies such planned talks, while Vietnamese sources cite a past meeting involving U S personnel. The arrest follows pressure on the police director to release the emissary.
U S forces report fresh fighting near Dak To and Con Thien with mortar and rocket fire on an artillery base 12 miles west of Dak To. Two Americans killed and seven wounded in a two hour barrage.
U S Steel Corp the nation s largest steelmaker ordered a five dollar per ton price increase on cold rolled carbon and high strength low alloy sheets effective December 15 rising 3 4 percent. The move affects 17 5 percent of total shipments while Bethlehem Republic and other producers weigh reactions and automakers study impacts on prices.
United Nations Secretary General U Thant held urgent talks with U.S. Greece Turkey and Cyprus representatives over a last minute snag delaying a peace appeal for the Eastern Mediterranean crisis. Cyprus was named as causing the delay while Cyrus Vance continued his diplomacy visiting Athens and Ankara.
The Senate voted 71 to 0 to attach an Ervin amendment allowing lawsuits to test if federal aid to church affiliated schools violates church state separation. The move would extend three years of the 1965 Elementary and Secondary Education Act and permit suits in other federal aid programs. The House has resisted similar measures and officials warn of possible legal complications if the amendment advances.
