Paris reports Premier Edouard Daladier urged France to extend the 40 hour work week as a national defense measure amid war clouds. He warned against war risks tied to the franc and stressed boosting production, with ordinary decrees possible until Parliament reconvenes.
Pennsylvan ia legionnaires wrapped up their three day convention in Scranton with the 20th annual parade drawing more than 100000 spectators. Williamsport was chosen for the 1939 gathering and Frank E Gwynn of Allentown was named commander. Heat injuries were reported and awards for parade music were delayed pending unit certification.
Federal agents planned to question 16 year old Gillham Ark resident Andy May Beckwith about the whereabouts of desperado Floyd Hamilton and Ted Walters. Police said she admitted riding with the outlaws for ten days and joining nine holdups after being picked up on a highway near her home in late June.
Floyd Hamilton and Ted Walters, Texas gunmen sought by state and federal officers for four months, were captured in Dallas without resistance after traveling from DeQueen Arkansas. They denied part in big bank robberies but admitted several small holdups and car thefts. Walters was captured first. Hamilton had $6.24 and pistol cartridges on him.
Over the weekend six individuals were committed to Somerset county jail. Thomas J. Weible, 38, Davidsville, for operating a motor vehicle while intoxicated. Jim Mitchell, 47, Windber, 30 days for drunkenness and disorderly conduct. William Rose, 38, Meyersdale, for assault, battery and disturbing the peace. Domenico Rappacchia, 48, Windber, on a court order. Lewis Griffith Maust, 29, Boswell, for non support. Clem R. Podrasky, 24, Johnstown, three days for auto code violation.
Harry C Ferringer 68 and a Spanish American War veteran died from an abdominal blood clot after his car struck guard rails on the Oil City Franklin highway west of Reno ten days earlier. He was a former mayor and a noted community figure.
Senator Millard E. Tydings declares Roosevelt interference in Maryland's senatorial primary the biggest issue. He warns that federal overreach could reduce Maryland representation and endanger an independent judiciary, as Roosevelt endorses Lewis and attacks Tydings' allies.
Frank C. Hilton of Wyomissing was reelected chairman of the Young Republicans of Pennsylvania at the biennial convention in Hershey. Officials elected include vice chairmen for Eastern and Western regions, secretaries, treasurer, and national federation representatives from multiple counties.
Albert L. Brahm Jr., 40, president of the Albert L. Brahm Company wholesale meat dealers, was found shot in his office in Pittsburgh. An automatic pistol was in his hand when an employee discovered the body. He left notes to his wife and daughter saying he was worn out physically and mentally.
Governor George H. Earle of Pennsylvania went fishing today off the Perlas islands in Panama bay with his wife and Captain A M Banks. They arrived on a 10 000 mile air vacation after an overnight stop at San Jose Costa Rica and expect to stay in the Canal Zone until Monday.
Chinese guerrillas renewed assaults on Japanese outposts in Shanghai’s western perimeter while fighting spreads near Hungjao airport. A British architect’s son, Richard Keys, 22, was killed by a stray bullet. Japanese forces reported captures around Lingtze and Lake Poyang as they push toward Nanchang. 3,000 Japanese killed in the drive, and Chinese withdrawal from Puchow noted on the Yellow River front.
Accidents killed at least a score of Pennsylvanians over the weekend, with cars accounting for most deaths. Drownings and other mishaps raised the toll, including children struck by cars and a teen who died while hunting.
Hungary’s regent Nicholas Horthy arrives in Vienna for a weeklong visit with Adolf Hitler. Nazi press touts a strong Hungary Nazi axis alliance as a path to peace in central Europe. Two youths suffer serious injuries in separate bicycle versus car crashes near Somerset. Raymond Minerd 17 of Som erset RD 6 injured on Route 31 when his bike collided with Henry Beam’s car. Kote Kaufman 14 of North Edgewood Avenue hurt Thursday night after being struck by a car driven by Florence Breit on Latrobe. Both admitted to Community hospital with skull fracture, brain concussion, and other injuries.
Col. Charles A. Lindbergh spent a Sunday in Moscow area studying Soviet aviation advances. He toured a major aircraft motor factory in the morning and attended a luncheon with aviation leaders, then visited the Central Institute for Aviation Motors to observe scientists at work in 30 test laboratories.

Enos Hammond a 30 year old Rockwood resident and truck driver was committed to the county jail after a hearing before Justice H S Whipperman of Somerset township. The officer said Hammond had not paid the tax on untaxed liquor totaling about 26 dollars.
In Meadville on August 21 the Crawford County Republican picnic was set for next Wednesday with prominent local party members from northwestern Pennsylvania expected to attend.
Active Republican support for Senator Walt George aims to split the Democratic party in Georgia's upcoming 1940 primary. President Roosevelt endorses defeat of George and backs Lawrence Camp, with James Arnold urging Republicans to enter the Democratic fight. George silent. Camp calls it clarifying the issues. Local officials would judge Republican pledges to Democratic nominees.
Frank Herkovich, 44, of Boswell, was hospitalized with a fractured left leg after stepping into a moving car driven by George Santo Jr. on Route 30 near Jennertown. State police said no prosecution will follow.
Insurgent Generalissimo Francisco Franco today dismissed Britain's proposal to withdraw foreign fighters from both sides in Spain as wholly valueless.
