Pretoria AP report says Prime Minister John Vorster resigns after 12 years leading South Africa amid unrest. He mentions new elections to be held in West Africa known as Namibia but gives no date. Vorster, 63, reportedly in poor health.
Heavy rains across the Central Panhandle caused flooding and scattered power outages in Amarillo. More than three inches of rain drenched already saturated ground, with several feet of water damming underpasses and stalling morning traffic. The system was expected to ease once the downpour ends.
In Managua the Somoza regime says it has crushed the rebel uprising that threatened its 40 year rule. Maxi miliano Kelly, the president's secretary, told reporters the trouble is “all cleaned up” in Estell, signaling an end to the upheaval.
Lawyers for 7 year old Ma Aracely Martinez sue over a 135 dollar monthly tuition policy, claiming equal protection and due process. U.S. District Judge Woodrow Seals ordered defendants to show cause for relief and set a hearing for November 13.

The ruling leaves open the path for liquor licenses pending further court action and a pending suit in Abilene.
The Scurry County United Way advance gifts division aims for $17,000 with a 2 p.m. meeting to plan a dinner session launching the general campaign. Co chairs include Bill Eiland and John Jarrell. The overall county goal is $51,340. last year’s drive surpassed $52,000.
Secretary of State Cyrus Vance arrived in Amman for the first leg of a tour aimed at keeping Jordan and Saudi Arabia aligned with Camp David while easing Syria's opposition. He planned talks with King Hussein, Saudi leaders, and President Assad to explain the agreements and their implications.
