Washington AP The House Appropriations Committee recommended a 45 percent cut in new financing for Johnson's foreign aid program. The $1.619 billion bill to be considered next week is $1.3 billion below the request and $355 million under the ceiling. The plan covers the fiscal year ending June 30. The committee says funds still support a reasonable effort and deem the program important to national interests amid a serious fiscal situation. Since 1948 the U S has extended about $1.184 trillion in net assistance. unexpended balances total roughly $20.7 billion. In the current year 48 nations will receive military aid and 50 nonmilitary aid.

Freighter Johannes Frans Slips Toward Sinking in Atlantic
The Dutch freighter Johannes Frans, an 18,000 ton, 633 foot vessel, was slowly sinking about 650 miles east of New York in heavy seas. A Coast Guard cutter and merchant tug stood by but could not assist due to 10 to 15 foot waves. The ship was taking on water from an unknown source and could not be towed. Friday Rites For Youth Grandfather in Snyder
Funeral rites are set for Friday at 10 a.m. for Cruz Salinas 61 of Newark Illinois and his grandson John Salinas Ruiz 12 of Colorado City who were killed in a Tuesday Illinois traffic crash. Salinas lived in Snyder 1951 to 1966 and is survived by his wife three daughters a sister and two brothers. The funeral at Our Lady of Guadalupe Church will be officiated by Fr Herman Valladares with burial in Snyder Cemetery under Bell Seale Funeral Home direction.
