Nixon urges creation of nonpartisan election reform panel
President Nixon asked Congress to establish a 17 member nonpartisan Commission on Election Reform to re examine the U S election system and campaign practices. The panel would report by December 1 and may consider a constitutional amendment limiting presidents to one six year term.

The Texas Senate rejected amendments to a proposed Penal Code including a one third minimum sentence rule and parole changes for repeat or gun crimes.
