NATO foreign ministers promised to preserve West Berlin’s freedom and meet Communist threats worldwide. They reaffirmed unity and the alliance’s ability to deter aggression, reject peaceful coexistence, and insist on self determination for Germans and Berlin’s status.
Interim U S Sen William A Blakley moved along the Gulf Coast with a Dow Chemical plant stop in Freeport and rallies in Angleton Lake Jackson Bay City Wharton El Campo Ganado and Edna He also planned stops in San Antonio and West Texas as the March 27 runoff approaches His rival John G Tower campaigned in Dallas with a luncheon reception and TV appearance Blakley praised Armed Services Committee support for 525 million more for manned aircraft for SAC and urged continued B58 production at Convair Fort Worth He urged a Cuba blockade and Latin American aid to block foreign ideologies from the Western world.
The House Banking Committee approved a bill to authorize a $2500 gold medal honoring Dr. Thomas A. Dooley II, whose medical aid program in Southeast Asia inspired support before his death from cancer on January 18. The measure moves to the House floor.
Officials of the control commission flew to the rebel held Plaines des Jarres to firm up the Laos ceasefire ahead of the Geneva conference. Sam Ar Sen said conditions are confusing but show encouraging signs while an observer group has not yet entered Xieng Khouang.
Galveston unofficial returns show T. D. Armstrong narrowly defeating Andrew Z. Baker by three votes for the city’s first Negro commissioner. F. J. Harris led the race for two commissioners with 5,427 votes. Armstrong 5,086. Baker 5,083. Gus C. Loomis 4,063. Voters also approved street bonds totaling 2.3 million and pay raises for police, fire, and other city workers. The runoff follows April’s initial council elections.
Johnson boards Military Air Transport Service jet for talks with President Diem in Saigon after Honolulu stop. Officials warn time for US action has arrived as Laos conflict feeds Viet Cong gains and arms reach South Viet Nam.
Soviet Foreign Minister Andrei Gromyko arrives with about 25 advisers as top level Communist delegations reach Geneva for the Laos conference. Chang Yen and other Red Chinese officials enter the city amid doubt the 14 nation talks can begin Friday without Laos cease fire certification from the three nation control commission. Britain and the Soviet Union co chair the 1954 Geneva process and plan the conference title to be The International Conference for the Settlement of the Laos Question.
Temperatures rose under clear skies with highs ranging from 74 in Fort Worth to 63 in Galveston and 43 in Presidio. Forecasters expected warmer conditions to continue through Thursday with night temps in the upper 40s and early morning readings in the 50s. No rain was noted.
Readings show variable temperatures across Texas with warmer conditions midweek. North Central Texas 58 today, 92 high Thursday in Northeast Texas, and generally warm, partly cloudy to sunny across Central, Northwest and Southwest regions. Night lows range from the 40s to 60s, with highs approaching mid 80s to 90s in some areas and light to moderate winds.
An Air France four engine Super Constellation carrying 61 passengers and 8 crew members crashed in the Sahara about 75 miles north of Edjele. At least five Americans aboard including the family of Alan Lukens US charge d affaires in Bangui. Authorities said there were no survivors. The aircraft was en route from the Congo Republic to Paris with Marseille as its first French stop.
Snyder school trustees debated renewing the surplus commodity contract for cafeterias and the milk program for 1961-62 with Doug Flynn outlining potential local funding needs. The board split on renewal and moved to study elimination of surplus commodities. The milk program may go self sustaining with students paying actual milk costs.
On day 121 of the Texas legislative session, lawmakers lost their 12 dollar daily expense allowance as the House debated unemployment compensation and tax bills. Senate action focused on public school law recodification and unclaimed motor fuel refund use for the Aeronautics Commission.
In Juneau Alaska a two story family house burned killing Julia Weathers 30 and five of her seven children Caroline Mae 11 Daniel H 8 Donald 7 Dennis 5 and Dale 2. Father David Sr 35 and two other children Delores 4 and David Jr 10 escaped the blaze.
The Civil Air Patrol planned a major air search for Dallas man Tony Bradford and his fiance Dee Henter of Houston after they took off from Houston Friday night amid severe weather. The missing pair were believed headed to White Rock Airport in Dallas with the search centered in Waco and extending toward Galveston.
