A water pump cooling the Three Mile Island reactor failed and radiated steam escaped before the building could be sealed. Officials reported no injuries and minimal outside radiation. Plant officials declared a general emergency at 4 a.m. on the Susquehanna River island near Harrisburg.
Washington reports the administration asks Congress for 12.8 million dollars to accelerate underground nuclear test trials. Officials say the funds would finance trials for several experimental warheads the Pentagon believes could go untested if a prospective treaty with the Soviet Union to ban tests is concluded sooner than anticipated.
A young Soviet man claiming to carry a bomb walked into the U S Embassy in Moscow and threatened to detonate it unless allowed to emigrate to the United States. American and Soviet officials were negotiating with the man, described as in his late 20s, who occupied the consular lobby in the north wing.
