The Supreme Court ruled 8 to 1 that officers may not stop drivers without evidence of a crime. It struck down a Delaware law permitting random auto stops to inspect licenses and registrations, noting an alternative could be roadblock checks of oncoming traffic.
Egyptian President Anwar Sadat faces coordinated opposition at a Baghdad rally as Iraq's Baath party launches the Arab League session. Iraqi newspapers call for concrete measures against Sadat on political economic informational and mass mobilization levels.
The Texas Office of Traffic Safety weighs in on pollution and asks whether horses or cars were the worst polluter. It notes cars use more energy and smog concerns, but recalls that pre-automobile days had heavy horse traffic. In 1880s New York City about 250000 horses produced vast environmental impact, requiring cleaners and even multi story stables. Snyder remarks warn about modern transportation capacity with horses.

Prime Minister Menachem Begin equally sought a limited autonomy plan. both leaders seek U S backing amid ongoing talks to begin in six weeks. Sadat avoided endorsing a state, while Begin rejected a Palestinian state. These positions complicate Israel Arab ties and U S efforts under President Carter. John Meston, creator of Gunsmoke, died at 64 from a cerebral hemorrhage in Los Angeles.
Scurry County cotton producers plan annual meeting at the coliseum to elect directors and officers and discuss boll weevil control. The session begins at 7 30 p m with Milton Stephens, president, hoping all county cotton farmers attend. The association coordinates the diapause program for weevil control.

Western Texas College will host a National Intercollegiate Rodeo Association event for Southwest Region colleges from April 26 to 28 at the WTC rodeo arena on West 30th Street. Events include bareback riding, saddle bronc, bull riding, calf roping, steer wrestling, team roping, barrel racing, goat tying and breakaway roping.
