Washington AP reports the government imposes initial national hospital standards citing overcapacity. Local areas have five years to adjust. The plan reduces mandatory rules HEW proposed, aiming for fewer than four beds per 1000 population and 80 percent occupancy, against current 4.4 beds and 75 percent occupancy nationwide.
Police in Quebec report five suspects arrested including two officers in the $1 million armored truck robbery in St Jovite. The money stolen Tuesday was recovered later Wednesday night and more arrests were anticipated, according to a provincial police spokesman.
In Beirut and on state radio both sides reported only minor cease fire infractions as a U N. reconnaissance party of 16 French officers prepared to move into the Israeli-occupied south of the Litani River, joining about 100 Iranians who crossed from the Golan Heights.
New York markets showed small moves as holiday trading quieted. The noon Dow Jones average stood at 757.54, unchanged from the prior close, while gainers edged ahead of losers among NYSE listings.

Edna Jardim a Brazilian psychologist and Barbara Perkins a local piano teacher share a past as Snyder High School classmates. Edna and her husband Dr Jose Jardim and son Roberto visit Barbara and her husband Randy Perkins and their 18 month old daughter Katie. Barbara hosts a tea at The Shack in their honor as old friends reconnect after ten years. Edna recalls traveling to Brazil with Barbara after high school and says their friendship remains strong across the miles.
Rep Charles C Diggs Jr a Michigan Democrat indicted on 35 counts for padding payroll kickbacks and using government funds for his Detroit funeral home. Indictment covers 1973 to 1977 with mail fraud charges and alleged payments to Diggs staff and associates. Diggs defended innocence and said due process will vindicate him while facing prison and fine possibilities.
In Austin AP report Judge Herman Jones limited Monday’s hearing on a nonbinding small loan interest referendum to the State Democratic Executive Committee’s authority. The dispute centers on whether Texas Democrats can place the issue on the primary ballot for the small loan industry.
The Cogdell Memorial Hospital board will hold a regular session at 6:30 p.m. in the hospital conference room. Administrator Cy Miller says the sole agenda item is approval of the monthly financial statement.

The Scurry Courthouse and Chamber of Commerce close for Good Friday while City Hall and banks stay open. School Administration Office closed for Easter until Tuesday. tax office remains open for absentee voting in the school board election. Western Texas College Administration Office also closed for Easter Break, reopening Monday.
Washington AP reports Israeli Prime Minister Menachem Begin said peace talks with Egypt should continue despite difficulties and that the world needs patience as negotiations begin. He reaffirmed Israel’s refusal to concede on West Bank withdrawal, Palestinian statehood, and halting settlements, criticizing Arab demands as unacceptable.
Absentee voting deadline nears with under a week left and only seven ballots cast in the Snyder school trustee race. Voting ends 5 p.m. Tuesday in Snyder, Scurry County Junior College District, and city elections. Absentee ballots available at the tax office in the School Administration building. municipal ballots at City Hall. Multiple contested and unopposed races across Snyder, Hermleigh, Ira, and the Scurry County JC District.
The county tax office will be closed Friday with no business transacted. It will be open Saturday, April 1, until noon for motor vehicle registration.
