Smith Proposes Tax Hikes On Cigarettes And Chemicals
Gov. Preston Smith outlined a plan to raise 261 million in revenue for 1970 71 and urged a cigarette tax increase from 11 to 15 cents a pack plus an additional 4 cents state tax. A 0 5 percent gross receipts tax on Texas chemical manufacturing could yield 45 million in the next biennium while exemptions would apply to motor fuels natural gas and cement.

Cairo Crash Kills 92 on Soviet Airliner Return Trip
An Ilyushin 18 operated by United Arab Airlines returning from a pilgrimage to Saudi Arabia crashed at Aswan airport in upper Egypt. Of 101 aboard, 92 were killed and 14 survived initial rescue, with five dying later in hospital. The wing struck the runway, causing a fiery explosion and wreckage scattered across about 800 yards. The crew numbered seven.

Viet Cong Warned At Paris Contact
At the Paris peace talks the United States charged the Viet Cong and North Vietnamese offensive in South Vietnam as a calculated plan to take over by force. South Vietnam warned of a massive new attack on Saigon and said it would affect negotiations if not called off. The Viet Cong defended the move as retaliation for attacks on South Vietnamese people. U.S. Ambassador Lodge said the offensive had long been planned and was not in response to allied actions. The meeting adjourned after four hours with a scheduled resumption next Thursday.
