A strong quake measured about 87 miles south of Belgrade, Yugoslavia. The Belgrade Seismological Institute reported a Mercalli intensity near six and a rough magnitude around four on the Richter scale, with no immediate damage reported.
In Islamabad the Lahore High Court convicted deposed Prime Minister Zulfikar Ali Bhutto and four ex security agents of hatching a conspiracy to assassinate a political foe. They were sentenced to death by hanging, with the court declaring all five accused shall be hanged by the neck till dead.
President Carter and Rosalynn spent St Patrick's Day on land and sea after an early morning bass fishing trip at Blackbeard's Island wildlife refuge. The President addressed Savannah's Hibernian Society and toured a Savannah saloon before observing air and sea maneuvers from the carrier Eisenhower off the Georgia coast.
A federal judge, whose ruling allowed a Neo-Nazi parade in Skokie, has temporarily barred the march. The decision pauses the planned protest by white supremacists amid legal and safety concerns.

Fike Godfrey suggests Congress devote three months to oversight of regulatory agencies, then explain findings to constituents before resuming lawmaking. Joe Hubenak proposes lawmakers live under laws half the time and travel among constituents in alternating months.
Beirut AP report says Palestinian command claims Israeli forces launched a major offensive in southern Lebanon driving toward Tyre and the Litani River. Israel's chief of staff Mordechai Gur warned troops could push deeper if guerrilla fire continues, while Tel Aviv issued no official update.
President Hafez Assad said Syria would open air space and land routes to countries sending military aid to guerrillas. He warned that resistance to occupation would escalate unless Israel halted its aggression in south Lebanon and withdrew forces.
Rome newspaper received a photograph from Aldo Moro's kidnappers showing him alive. The black and white portrait features Moro seated, with a Red Brigades symbol on the wall, and the accompanying note denounces him as an imperialist political godfather promising a people’s tribunal with no release deadline. Moro leads Italy’s dominant Christian Democrat party and remains a top political figure.
An eight hour day is standard for the Scurry County Work Center's mentally retarded adults. Under director Yvonne Everts, workers perform light janitorial tasks and a busy paper drive that yields 25 tons every two months. The center, in its sixth year, also runs an aluminum can program and has raised about $7,000 last year. It operates from a 40 by 60 foot building behind Humble-Smith School, with 14 participants aged over 21, funded by the county budget as a satellite of the Lubbock State School.
Ronald Thomason of Weatherford, a leading realist, will present a one man show at the Scurry County Museum in Western Texas College from April 20 to 30. Progress reports say Citizens for Progressive Snyder are moving petitions to legalize off premises alcohol sales in Snyder. Committee workers circulate personally, with Orry Bowden out of town but others optimistic about meeting the 30 day deadline after last fall’s withdrawn effort needing 563 signatures.
The second Panama Canal treaty ahead of the Senate is more complex than the first yet as explosive politically. It covers terms for gradually transferring canal control to Panama by 2000, with financial questions on tolls and self funding.
