CIA and congressional officials confirm a secret 1974 salvage recovered part of the H class submarine about three miles deep northwest of Oahu. About 70 Soviet officers and seamen were found. two thirds remained unrecovered. Senate leaders hint at further investigation.
On March 19 events span 1628 English colonists founded Massachusetts to 1962 Algeria cease fire. Notable items include 1920 Senate rejection of Versailles Treaty leading to isolationist stance and 1942 age 45 to 64 men conscripted for non military duty.

Miss America 1975 Shirley Cothran visits Snyder for a morning reception at Snyder Savings and Loan Assembly at Snyder High School and a Western Texas College reception. She speaks at First Baptist Church at 7 p.m. and shares stories of travel, President Ford, and her Miss America year.
The Commerce Department reports a record quarter deficit of 5.9 billion for the last three months of 1974, up from 3.9 billion the prior quarter, with the year totaling a 10.6 billion deficit. This marks the second worst annual performance since 1960, following 11.2 billion in 1972 and reflecting large imports and substantial foreign investments.
Two Texas engineers Jay Carter Sr and Jay Carter Jr of Jay Carter Enterprises secured a U S Department of Transportation contract to supply a steam engine for an experimental vehicle. The engine, fueled by gasoline kerosene or methane, promises higher mileage than a conventional engine. The first engine, tested by the EPA, met 1976 pollution standards. A second generation engine is planned for AMF Inc in Santa Barbara California.
South Vietnam abandons a fourth province Quang Tri and contemplates giving up Thua Thien home to Hue as about 100000 civilians flee toward Da Nang. Hue residents are urged to leave while officials order radios and troops to stay on duty as the government cedes more central coast areas.
Woodrow Bean of El Paso asks the governor and attorney general for an all out investigation of TEA finances. He cites alleged $8 million in private vocational school loan irregularities and a further $105 million missing at TEA, and pushes for immediate release of a 100 page internal audit on proprietary schools.
The Supreme Court ruled unaminously that a federal rule granting Social Security benefits to widows but not widowers is unconstitutional. Justices Brennan Powell and Rehnquist concurring argued sex neutral benefits avoid discrimination and protect child care by a sole surviving parent. The decision upholds district court rulings in New Jersey supporting a widower seeking his wife’s benefits.
The Senate votes 47 to 41 to repeal the oil depletion tax break for major oil companies while preserving it for about 10,000 independents. Debate continues on taxing overseas profits of U S oil firms with Hartke proposing foreign tax deductions to raise about 1 billion annually. A compromise depletion amendment by Bentsen would raise U S oil taxes by roughly 1.5 billion yearly.
