AP reports Governor Bill Clements signaled it would be acceptable for the Legislature to fund only one year of the 1980 81 fiscal period. He suggested a summer 1980 special session to finalize spending for the second year, as lawmakers await public reaction.
Washington Reuters reports President Carter officially became a legal candidate for re election after the Carter Mondale Presidential Committee registered with the Federal Election Commission. He notes he is too busy governing to formally announce.

Cash prizes range from 50 to 500 dollars. exhibition opened to the public Saturday and today.
Scurry County contributes 40 000 dollars yearly to the city fire department budget while the department handles about 400 alarms annually, roughly half inside Snyder and half outside. This year the Snyder Fire Department’s total budget is 265 000 dollars.
The Colorado River Municipal Water District reports a slow start with lower revenues and higher expenses. February receipts reached 515,134, totaling 942,600 for the year, about 97,000 below 1978 two‑month pace. Oil revenue fell by 116,000 to 230,508 while oil deliveries dropped 263 million gallons. Total first‑two‑month sales were 2,173,034,000 gallons, down 363 million from 1978. Operating costs rose 71,257 to 556,475 with energy costs up 305,083 or 23 percent. The district ends February with 10,650 acre‑feet in Lake Thomas and 107,700 acre‑feet in Lake E.V. Spence.
Snyder reports highs of 47 on Friday and 53 by Saturday morning with 0.02 inches of precip. Year to date precipitation stands at 1.71 inches. West Texas forecasts partly cloudy and warmer conditions Monday with a chance of showers Tuesday into Wednesday. Panhandle highs in the 60s to low 70s with 50s in the south and lows from the 30s to 40s north to south.
