Mexico recalled its ambassador Carlos Zapata Vela to consult with Moscow over guerrilla activity seen as a threat to the government. Attorney General Sanchez Vargas announced 19 guerrillas were arrested for planning to overthrow the government and trained at a base near Pyongyang with members who studied in Moscow.
The State Welfare Department announced a about one third cut in aid to families with dependent children effective May 1. 87,616 families with 263,809 children will be affected, with average grants dropping from 118 to 86 dollars monthly. About 4,500 families will lose coverage due to new income standards.
Absentee voting began Wednesday in the city election set for April 6. Voters will elect three city council members from eight candidates across Places 1 3 and 5. Incumbents John Thomas and Herbert Reed are not seeking re election. Polls run through April 3 at city hall.
President Nixon urged Congress to approve a 2.566 billion federal transit and transport fund split. Twenty percent targets urban mass transit while 2.041 billion supports planning construction and operation of diverse systems and 525 million for rapid mass transit relief. Funds shift from 23 existing grants under five headings with Volpe to send legislation soon.
