Gov Bill Clements said he might back a one year budget this session with a later special session next summer limited to financial matters. He cited uncertain economy and inflation as reasons to consider a shorter budget plan.
Hua Guofeng announced the end of the invasion begun February 17 in Peking, saying Chinese troops had withdrawn. Vietnam contends Chinese forces still shell and loot inside Vietnam and Laos says Chinese crossed its border last week. Hua did not confirm pullout from areas Vietnam claims to have markers.
