On this date in 1794 the U S Navy was founded as Congress authorized six ships. Historical notes include Napoleon's proxy marriage in 1810, the Confederacy’s 1861 constitution adoption, Sherman’s 1865 Fayetteville occupation, Taft burial in 1930, FDR signing lend lease in 1941, MacArthur’s 1942 departure, Nixon’s 1971 party comeback outline, Calcutta riots in 1965. Five killed in clashes with police.
Snyder area reports 7 am temp 42 with 78 high and 36 low. Northwest Texas sees clear to partly cloudy skies with highs 65 to 79 and lows 35 to 52. Northeast Texas mostly cloudy Friday morning with scattered late storms and slight severe risk. highs 70s and lows 53 to 62. North Central Texas to be cloudy then partly cloudy. highs 76 to 82, lows 45 to 60. Southwest Texas warmer with high 80s and lows 48 to 65. President Nixon called for reform of courts and prisons to resolve cases swiftly and fairly, deter crime, and restore respect for law. He spoke at a conference in Williamsburg, urging changes to curb rising violence and maintain public safety.
Newsreels report heavy fighting in the Sepone area of southern Laos with U S B52 bombers pounding the Ho Chi Minh trail. North Vietnamese rocket and mortar attacks hit helicopter zones while ground clashes yield Vietnamese casualties and reports of large enemy body counts amid weather hampering helicopter support.
Nobel laureate Paul A. Samuelson told the Senate Appropriations Committee the nations SST program is economically unsound. He warned that selling far fewer SSTs than projected would waste resources and deepen losses.
Snow fell again from the eastern fringe of the Great Lakes to New England with 3 to 5 inches expected in warnings for northeastern New York and most of New England. Rochester New York and Burlington Vermont reported about two inches. Pacific Northwest snow confined to mountains while heavy rain hit Washington and northern California. Gale winds and cooler air spread across the Northwest as temperatures ranged from 3 at Marquette Michigan to 70 at Brownsville Texas.
Belfast AP reports detectives hunt for attackers believed to be IRA militants after three Royal Highland Fusiliers soldiers were shot in the back and found on a Belfast lane. A red car and roadblocks dominate search as Prime Minister Chichester-Clark condemns the killings and calls for tougher action.
European space officials warned the United States may seek a monopoly in space exploration. British science adviser Herman Bondie and other leaders cited US control of launch capabilities and funding at Intelsat as concerns. They urged reassurances on international cooperation amid DoT and DOD space interests.
Nixon relies on tax relief as a potential tool if growth lags. The president’s economic quadriad including Burns and McCracken weighs reinstituting the investment tax credit and accelerating tax cuts while awaiting data on expansion, with Fed cautions on inflation.
The House approved a two year extension of the presidents power to freeze wages prices and rents by a 381 to 19 vote. President Nixon has not used the authority and opposed its original passage. Treasury Secretary Connally said the administration would not object to an extension but will not impose broad controls now. The bill keeps prices wages and rents at May 25 1970 levels and would expire March 31 unless extended.
