Gov. Bill Clements announced plans to initiate personal visits with state agency heads next week. He said he will travel to their offices to hear their problems and will move quickly to obtain thorough briefings on current operations.
The Associated Press reports continued flooding in Illinois with the worst past in New Hampshire and Vermont. Forecaster T J Solomon notes the Connecticut River receded slowly at Stratford and North Stratford while water rose about seven feet above flood level, forcing over 100 families to evacuate and remain out.
Ugandan President Idi Amin is expected to launch a counter offensive within a week with Libyan aid against Tanzanian troops and Ugandan exiles. Enemies control much of southwest Uganda while Radio Uganda reports Amin named chief of staff with direct command of the armed forces to lead the defense.
Washington AP reports organized labor calls President Carter's 1980 budget proposal devastating for most Americans and says it would not meaningfully reduce the inflation rate.
March 17 event in Snyder invites owners from Snyder or Scurry County to bring dogs for rabies shots by a vet at a set fee. City offers free dog tags for city dogs. The program, boosting rural reach, may grow with a proposed Texas bill giving counties authority over animal control and registrations.
Wholesale prices climbed 1 percent in February led by gains in vegetables pork sugar and fish and with sharp increases in shoes tires gasoline and alcoholic beverages. Beef and veal gains cooled but remained high sending the annual rate to about 12.7 percent while food prices rose 1.6 percent for the month and 21 percent annually. President Carter faces continued inflation pressure as farm prices rise and analysts forecast continued wholesale price gains though perhaps slower than January.
Hermleigh Independent School District will fill three board seats in the April 7 election. New candidates added include Denzil Kight Ricky Bowman Rodney Mayo and John Zalman III. Colorado City council race also attracted several late entrants as deadlines passed.
The City of Snyder will start seal coating earlier due to weather damage. Work begins at Western Texas College during spring break March 16–26, with the college supplying materials while the city provides personnel and the county equipment. After campus work, crews will seal all city streets and one campus parking lot. Meanwhile, Snyder Public Schools will adjust for weather-related delays and resume regular schedules Monday.

The planning committee met to firm up the style show featuring men’s women’s and children’s fashions with booths for local firms. Three demonstrations sewing accessorizing and fashion trends will also be offered. The event is sponsored by the Scurry County Extension Service and Snyder Daily News with free admission and tickets at participating stores.
