Sen. John G. Tower said Nixon may refuse to spend funds even if Congress overrides many vetoes as the Senate repasses six veterans benefits bills. The House was to pass two of those, expanding health care for veterans and creating a new veterans cemetery system. A third bill would fund rehab for veterans with drug and alcohol addiction.
