Cuba announces the release of 18 Americans in exchange for four Cuban fishermen held in the United States. The transfer followed Cubans’ move of four prisoners from a U S prison to a Cuban fishing vessel. One American, Fritz Sprandel, 26, returned to Miami earlier. The 18 includes nine men aboard ships and a tugboat crew. fines against five Americans were reduced from 20 000 to 2 000 each, with similar reductions for the Cuban prisoners in the United States.
On this date in 1898 the United States annexed the Hawaiian Islands and in 1801 Toussaint L Ouverture proclaimed Haiti independence. Other notes include 1846 flag rising at Monterey and 1865 executions tied to Lincoln’s assassination.

Harlingen Texas AP reports the owner of a horse showing clinically observed Venezuelan equine encephalomyelitis symptoms is hospitalized. Blood samples from two horses sent to Denver and Atlanta. A task force notes seven more sick horses in Brownsville area while several Tampico area children are hospitalized with encephalitis symptoms.
Claude Anderson, 34, a Big Spring truck driver, died in a private single engine plane crash five miles east of Howard County Airport Tuesday evening after 7 p.m. The crash details were reported as investigators began inquiries into the incident.
Congress faces continued deadlock over a two year renewal of the draft as Mansfield's nine month Indochina pullout amendment remains unresolved. House backers press a $2.4 billion pay raise, while Mansfield signals openness to changes but prefers keeping his amendment intact. The pay plan would shift start date to October 1.
The Snyder City Council approved first readings for 11 R-2MH mobile home zones and for an animal control ordinance modeled after a Dallas code. The animal rules limit hogs, set space and shelter requirements, and require 20 feet from property lines.
Kerrville makers history: the city held a bond election to raise 1.6 million dollars for sewage and drainage improvements. The first voters included 20 year old Joe Culpepper and 19 year old Mark Mosty who voted early by absentee. The first 18 year olds were Dee Lusk and Becky Dozier, daughter of Kerrville Times editor Bill Dozier, as ex Sen Ralph Yarborough arrived to greet early voters.
