President Kennedy submits a 24 point federal aid to education program with a $1.2 billion initial request. The plan funds public schools, college loans, and both public and private college construction while avoiding direct aid to private or parochial schools. It includes loans guarantees and new grant programs with a four year phase out.
In Brussels Britain’s bid to join the six-nation Common Market collapsed as France blocked progress despite intervention from the United States. West German officials declared negotiations over while Britain’s hopes to join were deferred to later discussions.
An unpredictable arctic blast hit the Texas Panhandle early Tuesday lowering Amarillo temperatures by 14 degrees in 30 minutes as northwest winds moved in. Forecasters predicted the cold front would travel along the Red River to Wichita Falls and Midland then drift east missing most southern Texas. After the initial drop temps rose in some areas though Northwest Texas faced severe cold Tuesday night.
In Austin, Senate and House committees held afternoon hearings on rising college status requests for Laredo Odessa San Angelo and Pan American Colleges with state aid and full support debated. House also reviewed election law changes proposing moving primaries from May June to August September to counter perceived political benefit.
Fragmented forecast notes across Texas regions. Readings show variable highs from 38 to 56 degrees with cloudiness and occasional rain or drizzle. Northwest areas turn colder tonight and Wednesday, lows near 28 to 4 degrees, while southeast zones reach mid 40s to mid 50s. Winds mostly easterly 8 to 18 knots.
Snyder Jaycees provide free rides to the tax office in Scur ry County on the last two days to boost poll tax purchases. Gene Thompson said residents needing transport should call HS 3-9316 with name and address. cars will be sent during tax office hours. By noon today 2,140 poll taxes had been paid and 836 exemptions issued.
AP reports poet Robert Frost died at Peter Bent Brigham Hospital in Boston at 1:50 a.m. He had entered the hospital December 3 and underwent surgery for urinary obstruction followed by a heart attack and lung clots. Frost lived in Cambridge and rose to fame after his inaugural reading for President Kennedy.
Ethan R. Ball, 69, of Fluvanna died at 10 15 am today at Cogdell Memorial Hospital. He owned and operated the Fluvanna Water Co and had lived in Scurry County most of his life. Funeral arrangements were to be announced by Bolger Funeral Home. He is survived by his wife, a daughter Dorothy Dell Trott of Odessa, four sons E L Ball Snyder Dean and Harlon Ball Fluvanna Nolan Ball in Hawaii, two brothers O J Ball Slaton Gauis Ball Fluvanna, and he was a Baptist Church member.
Reeves County Memorial Hospital board began an open hearing in its dispute with Dr. John Paul Dunn who seeks reinstatement to the medical staff. The board had earlier refused his reappointment, accusing harassment and unbecoming conduct, including kissing a Black patient.
Eugene E. Sword of Perryton, 71, died Monday at Cogdell Hospital. Born December 14, 1891 in Missouri, he lived in Scurry County two years. Bell Funeral Home and Roswell Funeral Home handle arrangements. Survived by his wife Maudie, nine daughters, ten sons, two sisters, one brother, and many grandchildren.
