Washington officials outlined the mechanics of releasing about 479 U.S. prisoners in North Vietnam and Laos and 108 in South Vietnam. Kissinger said releases will occur at roughly two week intervals in sync with a 60 day U.S. withdrawal from South Vietnam and will be overseen by a new joint military commission.

The four party Joint Military Commission will observe violations from Saigon headquarters with 26 teams across South Vietnam. Canada Hungary Indonesia and Poland contribute equal shares to the International Commission of Control and Supervision. A two party Vietnamese Viet Cong commission will replace it after U S withdrawal within 60 days.
President Thieu warned of a difficult political battle ahead in South Vietnam amid the Paris peace agreement. He said no guarantee of lasting peace exists and urged reliance on military, political, and economic strength, while calling the accord a cease-fire pending further terms.
New York trading rose as President Nixon announced a Vietnam cease fire. Broad gains on the NYSE left 662 issues higher and 194 lower among 1139 traded, with the Dow up 4.14 to 1,022.80 at 10:30 a.m., after a larger intraday rise.
State offices will close Thursday in tribute to Former President Lyndon B. Johnson. Public schools statewide will observe a holiday with Snyder Fluvanna Hermleigh and Ira districts canceling classes. Western Texas College will hold a memorial service at 9 30 a m. and the Texas Employment Commission office will open to file claims at 1 p m Friday due to the closures.
The body of former President Lyndon B. Johnson was flown from Bergstrom Air Force Base to Washington for a state viewing. Mrs Johnson, the two Johnson daughters, their husbands, and five year old Patrick Nugent accompanied the casket as military guards and dignitaries stood by during the procession at the LBJ Library and UT campus.
