Laird Briefs Congress on Vietnamization and POWs
Secretary of Defense Melvin R. Laird told Congress that South Vietnam is nearly ready to assume full defense if peace talks fail, while the U.S. will stay until POWs are released and MIAs accounted for. He said Vietnamization is nearly complete and emphasized no full withdrawal without POWs and MIAs resolved. Laird noted Soviet ICBMs and submarine missiles and said 5,000 draftees plus the shift to an all voluntary force by July 1.
