President Carter returns to Washington from Plains after meeting a farm delegation and calling Israel and Egypt, as farmers protest low prices. He heads to Poland on a nine day overseas trip starting Thursday.
EPA to require cities to replace sand filters with activated carbon beds in a new rule aimed at lowering cancer linked organic chemicals in drinking water to under 100 parts per billion. nationwide construction costs estimated at 291 to 685 million dollars plus yearly operating costs of 34 to 92 million. Deputy Administrator Victor J. Kimm said the rule, to be proposed next month, also targets reduced industrial and farm discharges of synthetic compounds. An earlier EPA survey found organic chemicals including chloroform DDT benzene and others in all 80 cities studied. Further testing in 113 cities showed similar patterns.
Parts of the northern United States faced snow and slick roads as Christmas travelers began heading home. By 6 am EST 270 highway deaths were recorded, with advisories in Michigan, Ohio, Pennsylvania, and snow flurries forecast in New England, Iowa, and Nebraska.

A $350 000 permit issued to Colony Homes Construction Co. covers the first phase of a 40 unit multi family project on 37th Street south of East Elementary School. Financing through the Farmer's Home Administration backs the project with a second phase planned later. The December permit is expected to push annual building figures past $7 million and the first quarter of the new fiscal year over $1 million.
