President elect Carter at a news conference announced Governor Cecil Andrus of Idaho as his environmental pick for a key post while outlining plans to consolidate U S energy programs into a single department though no head yet named. Washington AP reports that Rural Electrification Administration loans for new and improved telephone service have surpassed 4 billion dollars since 1949. David A. Hamill said the milestone was reached with a 2.7 million loan to Garden Valley Telephone Co., a rural cooperative near town.
