U S military experts recommend a three-stage aid plan for India to bolster its army against China. Steps span immediate relief, next year rebuilding, and long term modernization possibly lasting years. Estimated cost around a billion dollars. emergency aid to India near 15 million has already been rushed.
In the 132nd district court an election contest hearing addressed Travis Beaver of Fluvanna as a write-in candidate for the constable seat in the precinct. Judge Sterling Williams may order opening of the seated ballot box if evidence warrants. Beaver is represented by Gene Dulaney with Snyder attorney George Killam and county attorney handling for the county.
Rockefeller plans to run against President Kennedy rather than GOP rivals, delaying preconvention organization until after May as advisers seek to build a national contrast with the Democrat. His team aims to avoid party split and anchor a general election campaign. Other GOP figures like Goldwater Romney and Scranton are watched for potential moves in 1964.

Lee Umphries, 32, of Bossier City, waived extradition and will be bound for a federal grand jury in Tyler Texas. George Winborne, 36, of Winnsboro asked for a continuance. They were arrested after passing six travelers checks. police said $28,322 in cash was taken.
British troops including 700 Gurkhas and Highlanders moved against Brunei rebels in Seria oil fields as clashes continued in Brunei Town. Government reports say 500 rebels surrendered while Shell workers were reportedly used as human shields and the rebel leader in Manila urged a peaceful settlement with the British.
Indian Prime Minister Nehru rejects Communist China's cease fire and withdrawal package calling it unacceptable. He offers to refer the dispute to the International Court of Justice if China withdraws to positions held Sept 8. He urged determination to resist imperialist tactics and cited possible five-year duration.
Freezing weather covered a broad Texas expanse Monday as another Arctic air blast swept south. Pre dawn readings fell to 26 at Dalhart 20 at Lufkin 50 at Junction 31 at Lubbock and 32 at Amarillo Wink Wichita Falls. Forecasts warned of warmer southern highs but a new cold front would reach extreme North Texas Tuesday.
Central Texas and Panhandle forecast shows varying temperatures from 30s to 60s with cloudiness and warmer southerly trends. North Texas expected colder nights. south regions see higher highs near 70s with some 80s possible and increasing cloudiness in the south.
The Agriculture Department pegged this year’s government controlled cotton crop at 14,723,000 bales, up 190,000 from last month. The report notes federal planting allotments and marketing quotas, a reserve of about 7.8 million bales, and forecasts yield of 453 pounds per harvested acre across 15,521,000 harvested acres. Ginned bales totaled 12,062,828 by Dec 1, with state figures showing Oklahoma, Texas, and New Mexico contributing major portions of output.
A cross country bus halted in front of the Snyder police station to escort a passenger inside. The rider was booked for intoxication and placed in a quiet cell while the bus continued on.
