In New Orleans the integrated William Frantz and McDonogh No. 19 schools saw small white turnouts while a Negro girl remained in first grade. Police patrolled as white parents planned private schooling. the Louisiana Legislature moved to fund private options and restructure the local school board amid court orders and civil rights tensions.
The Indian government renews a law allowing detention for up to a year without trial. Officials defend it as necessary to curb internal disorder while opponents, across the political spectrum, call it a violation of fair trial principles and India's democracy. An advisory board reviews detentions in secret within 3 1/2 days, with no right to appear before the board or access to all facts.
At the United Nations, France and its African allies pressed to delay the General Assembly debate on Algeria to buy De Gaulle time for a nationwide vote.
