Governor Dolph Briscoe said he will travel to Washington next week to lobby against President Carter's energy program and may seek a face-to-face talk with the president. He warned federal controls on natural gas could give the bureaucracy dictatorial power over Texas's economic future.
Irving AP reports farm leaders say a 100-200 turnout in Texas Stadium will aid their national strike planned for later this month. Supporters arrived in pickup trucks and tractors to back the farm shutdown.

Blyth Eastman Dillon and Company of New York City bought 37.155 million dollars of Series 1977 CRMWD revenue refunding bonds Thursday at a net effective rate of 4.97 percent, with a 554,724 discount. Proceeds retire about 35 million in outstanding bonds and fund a 4.65 million reserve. An escrow of 29 million in US securities will pay maturing or callable bonds as due. The move gives the district more financing latitude and lowers debt service coverage from 1.35 to a minimum 1.15, with reserve goals around 1.5 times. Page 9.
The Snyder Santa Bucks program name the $50 winner Mrs Bill Stansell Star Route Fluvanna and eight $25 winners including Marie Shy JoAnn Burney Donna Smith Mary La Pruitt Lizzie Webb Vickie Lopez and others. The five week event continues with weekly prizes and a final week $100 top prize. Entries are destroyed after each weekly drawing and registration is open at many local merchants.
The U S unemployment rate fell from 7.0 to 6.9 percent in November while total employment rose by 950 000 to 92.2 million and the employment rate hit a record 57.8 percent. The labor force expanded by 900 000 to 99 million, leaving unemployment near October levels.
President Carter told about 30 House supporters led by Rep. Toby Moffett that he would not alter core energy program elements without consulting them and would protect consumers. He pledged lobbyists would not shift positions without his authorization and would consult the group before any action.
Chamber officials report over 700 people filled labor survey forms this morning for a project at the request of a major appliance maker. The survey seeks available labor to gauge plant staffing prospects. initial needs are 125 to 150 workers, with potential for growth.
Federal mediators won agreement from the United Mine Workers and the Bituminous Coal Operators Association to resume face to face talks after last Friday's derailment. The first session is planned for late morning. Survey work in Roby Colorado City and Snyder drew about 800 people and will influence a decision on opening a plant in the former Wickes Homes site, depending on labor availability.

Interior Secretary Cecil D. Andrus announced support for Sohio's 1026 mile Alaska oil pipeline from Long Beach California to refineries east of Midland Texas. Pending congressional review permits from interior due to crossing federal land. At full capacity the line could move 1.2 million barrels daily.
