Federal prosecutor urges harsher penalties and a new criminal investigative unit to curb fraud in Medicaid clinics. He cites long investigations and most funds diverting to landlords, with physicians receiving 20 to 40 percent of Medicaid revenues. Landlords press clinics for more patients and tests.
In Notting Hill after the Calypso Carnival riot police and civilians clashed injuring more than 450. One magistrate jailed a 21 year old for looting as 60 suspects appeared in court. Police say 119 officers and 29 civilians were hospitalized with 1 civilian and 29 officers admitted.
Two traffic accidents in Snyder within about eleven minutes killed Tony Shirley 8, and Fred Warren Wilcoxson 29. Shirley, a cyclist, died after a collision at Twenty fifth Street and Avenue 1 with Roberto Benitez Molina. Wilcoxson died after a three car crash at Thirty seventh Street and Avenue M involving Ivory Lee Grear and Joe Beauchamp. he died en route to Methodist Hospital. Funeral arrangements were pending for Shirley. Wilcoxson’s body was sent to Hamilton Funeral Home in Alamogordo, New Mexico.

Authorities planned state charges as the getaway vehicle was found abandoned near Carlisle.
Heavy rains moved into Snyder with the heaviest downpours in over a month. by mid morning total rainfall reached 1.2 inches at Lake J.B. Thomas dam while Odessa Big Spring reported 0.4 inches. The storm stretched from Amarillo to Fort Worth and inland, with fog and low temperatures in the 60s. A Scurry County grand jury returned nine indictments including rape by force and multiple DWI offenses.
