State department instructed its officials not to comment on Vietnam a application Friday department sources said in Washington. Some observers predicted president Ford would not permit Vietnam s entry As Long As the question of americans missing in action Mia in the Vietnam War remains unresolved. Last year the United states twice vetoed applications from North and South Vietnam on the grounds that South Korea has been excluded Tom the world body. North and South Vietnam were formally United last month with Hanoi As the capital and since then the vietnamese government has made Strong overtures for ties with the United states. But Washington has said no Progress on normalizing relations can be made until the Fate of 900 americans classified As Mia is known. The Issue could be sensitive in this election year. Earlier this month Vietnam unexpectedly released the last 49 . Citizens who remained Fords flubbed speech lines and his head bumping getting in and out of helicopters and air planes were cited As examples of Why this Nice Guy with the bumbling manner would get Cut up in a National Campaign. Was that the same Guy who wowed them at the Republican convention thursday night Ford spoke forcefully and effectively. He was interrupted 63 times by the applause and cheers of delegates who had arrived in Kansas City pretty evenly divided in their loyalties Between him and Ronald Reagan. There had been talk that Ford would stay in the White House for most of the Campaign and choose a vice presidential candidate who was a dynamic forceful stump speaker. That analysis was offered by those who argued that join b. Connally was a shoo in for the vice presidential nomination. In the country after the communists came to Power in april 1975. And Premier Pham Van Dong said this week at the nonaligned Summit in Colombo sri Lanka that Vietnam was seeking economic ties with capitalist countries and Normal diplomatic relations with the United states. In the Southern part of Vietnam communist authorities admit to an unemployment rate of at least 20 per cent among the 20 million people there. Recent . Missions to Vietnam report serious shortages of Medicine and widespread malaria tuberculosis and venereal disease. The vietnamese request signed by Premier Pham Van Dong was submitted Friday by Dinh a Titi Hanoi a permanent observer at the United nations. The application must be approved by the 16-nation Security Council on which the United states and four other major nations hold veto Power. Until last years Vietnam vetoes the United states had a policy of approving All Rem Berthp applications. Vietnam seeks in admission tearful Homecoming newly named vice presidential candidate sen. Robert Dole Breaks into tears As he Speaks to a Quot Robert Dole Day Quot crowd in his Home town of Russell Kan. President Ford accompanied his running mate to the Celebration. The tears came As Dole thanked a huge crowd for their support throughout his career. A wire photo in shaping policy Reagan intends to have voice los Angeles a Ronald Reagan says he intends to have a voice in shaping National policy and does not Rule out the possibility of making another run for the presidency. But he quickly adds that a certainly elected office is not on my the 65-year-old Reagan plans to resume writing his weekly newspaper column making speaking Tours and doing radio commentaries which were on the air daily on 350 stations before the former actor and sportscaster entered the race nine months ago against president Ford. A we Arentt going to go Back and sit in a rocking chair on the front porch and say a Well that Sall for us a a Reagan told Campaign volunteers and staff workers a few hours after defeat in what turned out to be the strongest Challenge to an incumbent president from within his own party in 64 years. Reagan said in an interview on his Way Home to California on Friday that he will Campaign for Ford but Only to the extent that time is available after his other activities. Did the president ask Reagan to actively Campaign a the said he wanted my help yes. We get into specifics because there has been no Campaign planning As yet. I will have one problem. I have to go Back to making a living Here and its going to be contingent on that. Ill do what i can a Reagan said in an interview on his flight Home from Kansas City. He said if Ford loses in november to democratic nominee Jimmy Carter he and other conservatives will reassess the future of the Republican party. But Reagan says that does not necessarily mean he would join or Lead a third party. Still he is unabashed about his ambition to retain the devoted conservative constituency which took him to within 60 delegates in a convention of 2,-259 cd toppling the president. A a in a going to do everything i can to see that that stays together in Ordo to be an influence a Reagan said. Looking Back briefly Reagan said he would have won the presidential nomination if it had not been for the intense pressure of party leaders on delegates who really preferred him. By k. C. Hwang associated press writer Seoul South Korea apr the United states escalated its show of strength in the korean crisis saturday ordering a Navy task Force toward the area and massing an Armada of Danes and troops during the cutting of a tree at the spot where North koreans wednesday hacked to death two . Army officers. Allied military sources said 26 helicopter gunships of the kind used in the Vietnam War Jet fighters and three b52 bombers from Guam circled the skies and a a Quick reaction Force of 300 . And South korean soldiers guarded an Allied work party As it felled the 40-foot Poplar at the Neutral Village of Panmunjom. North korean soldiers at the scene took no action but their government accused the United states of a grave military provocation in a broadcast charging that combat troops both Cut Down the tree and destroyed communist posts in the demilitarized zone Doz Between the two Korea. The Allied sources who declined to be identified said the combat Force did not enter the Doz but they would not disclose How close they approached. North Korea said it was about one fourth of a mile. The 151-mile Long Doz was reported quiet elsewhere but armies on both sides were on the Alert and a 7th Fleet task Force led by the Carrier Midway was reported in route to korean Waters. Secretary of state Henry a. Kissinger said in Washington Friday without elaborating that the United states has demanded both reparations and an explanation from ninth Korea for the axe slaying of the two american officers during an earlier attempt to trim the tree. Adding to the tension the Summit conference of nonaligned nations at Colombo sri Lanka said in its final declaration that a a War May break out at any moment in Korea. The statement did not refer directly to the tree affair but echoed North korean statements accusing the United states of seeking to provoke War. A spokesman of South koreans National Security Council said after a Council session that a tension i the korean Peninsula is mounting higher than at any time since the War armistice signed at Panmunjom. And his democratic challenger Jimmy Carter will have less than $25 million each to paid. Four years ago when there were no Legal limits Richard m. Nixon spent More than $60 million. His democratic rival sen. George Mcgovern spent More than $40 million. Carter is leaning toward opening his Campaign at warm Springs ga., where Franklin d. Roosevelt liked to vacation. It would provide a setting that would symbolize Carter s View of his Campaign As a rebuilding of the Roosevelt coalition a the South and the big cities of the North and upper Midwest.
