The Senate passed a 1.65 billion measure for the second year of Johnson's war on poverty after four days of debate by 61 to 29. House supporters expect a conference with a higher 1.9 billion authorization and aim to reach a middle ground.
The Senate passed a $1,759 504,000 appropriations bill funding military construction in the United States and overseas. Sen. John Stennis noted no funds for Southeast Asia construction while the House version totals $1,755,495,000. The measure is $289 million under President Johnson’s budget estimates.
Iowa Governor Hughes ordered National Guard units to the 10 day Des Moines Exposition amid persistent rumors of civil unrest. About 50 guardsmen entered the grounds as officials met to ensure peace and protect life and property. Across Louisiana, a prison sit down strike at Angola was breaking up with convicts returning to cells after an overnight protest.
Thirteen white summer instructors at Bishop College defied a 6 pm eviction order issued by President Milton K. Curry Jr. after campus demonstrations against administration. Walter Johnson later said contracts would run through Saturday.
Weather report shows high Thursday near 95 degrees with a 7 am reading of 73 in North Central and Northeast Texas. Showers expected in 20 percent of the north this afternoon and tonight with highs near 95 Saturday and lows in the 70s. Northwest Texas marked by partly cloudy skies and late thunderstorms in the north with 60 to 75 degree nights and 88 to 100 degree highs. Coast region notes mainly south winds 8 to 18 knots with similar warm, partly cloudy conditions and scattered showers.
Brownwood police captured Ray Kelly 20 of San Saba and Jack Jones 22 of Midland hiding in a box car on a Santa Fe freight train. Willam Whittington 34 of Cameron remained at large after the Lampasas jail escape.
Austin Texas AP Land Commissioner Jerry Sadler announced 531000 acres of state owned land would be offered on October 5 for oil and gas leases. More than 500000 acres are offshore submerged lands.
Marines on the Van Tuong Peninsula faced sporadic Viet Cong fire as they pursued remnants of the 1st Viet Cong regiment after the weeklong battle south of Chu Lai. Casualties were high for the Viet Cong, with hundreds killed and captured. American losses were described as heavy in the conflict. Ambassadors Lodge's return to Saigon stressed US resolve while violence continued in Dak To and Cholon with grenade attacks and mortar fire.
Athens AP reports Premier Elias Tsirimakos and a 14 member cabinet sworn in amid political crisis. Ten cabinet members split from George Papandreou’s Center Union earlier. Tsirimakos seeks confidence vote from 300 member parliament, expected Monday or Tuesday, as riots flare and royal tensions rise. Papandreou vows provincial tour to oppose royal maneuvering.
Federal Judge Homer Thornberry was discharged from Anderson Hospital and Tumor Institute after polyp removal surgery on August 16. A hospital spokesman said no cancer was found and Thornberry, in good health, is returning to his Austin home.
The House passed a sweeping four year farm bill 221 to 172, with costs estimated at 16 to 18 billion. It covers wheat, feed grains, cotton, wool, and dairying, aims to retire 40 million acres, and faces key Senate opposition as debates over price supports and new dairy programs continue.
Cape Kennedy AP reports space officials cleared most issues that halted Gemini 5 countdown due to a thunderstorm and a power surge. Engineers replaced a telemetry programmer and checked the memory tape while awaiting a new liftoff window Saturday. Astronauts Gordon Cooper and Charles Conrad remained hopeful and in good spirits despite the delay.
Virginia Musgrove sued neighbor Charles Guilford 71 for hog trespass led to court action. Judge Calvin Van Dyck sustained two trespass by animals convictions but cut fines from 550 to 200 dollars and suspended payment if Guilford keeps future hogs off her yard.
Two tourists from State College Pennsylvania were fined 100 dollars each and placed on six months probation after trespassing on Cape Kennedy government property and approaching a Titan 2 rocket. Gary Young 22 and Theodore Ballenger 17 spoke of curiosity and risk to their lives while Commissioner Tom Henderson delivered the sentence.
Washington AP reports the birth rate fell again with about 310,000 babies born in June versus 331,000 in June 1964. The Public Health Service noted concerns over security measures at the Cape.
Nixon told a Gettysburg rally that Johnson would be defeated by domestic factors not by Viet Nam. He warned against concessions that could end the war and warned Johnson’s programs would fail if not fulfilled, risking Republican gains in 1968.
