After a daylong stalemate over elections, the Texas Senate backed a compromise to delay teacher retirement fund contributions but the House rejected the plan. Senate approved pay raise for public school teachers and sent to the governor, who will sign after comptroller review.
The State Department announced Cuba will return the hijacked Eastern Airlines Electra to the United States while the US will return a Cuban patrol vessel next Tuesday. Officials say the arrangement is not a swap though crews will exchange vessels in Key West and Havana. the four engine airliner is valued at about $3.2 million.
A boat named Suzie Mn exploded in Port Lavaca harbor killing two girls Mary Louise Martinez 12 and Adella Martinez Lorge 16 both residents of Port Lavaca. Four others including captain Thomas E. Goins and crew Joe Watts Sam Henry and passenger May Jane Hill were injured. The blast occurred behind City Hall and investigators cite a spark igniting starter fuel as the likely cause.
Fidel Castro officials said U S agents planned to simulate a July attack on Guantanamo Bay to justify invading Cuba. The report alleged CIA masterminded a plot to ambush Raul Castro with a machine gun and grenades, with 159 arrests in the investigation.
Washington AP reports a new S3 energetic particles satellite ready to fly next week. The 83 pound octagonal craft will study electrons protons and magnetic fields to better understand space radiation and the Van Allen belts. It will orbit from 170 miles to 50 000 miles with a 31 hour period and cross the belts twice each orbit. The mission, first of four, aims to observe solar wind interplanetary fields and distant Earth magnetism.

Harris County plans to seek 8.74 million dollars from the federal government to build an underground civil defense fallout shelter beneath the proposed sports stadium. County Judge Bill Elliott says the shelter has President Kennedy's approval and would not delay the 15 million dollar domed stadium project. The setup includes a two level excavation under stands and a single level shelter around the stadium under the parking area.
In Berlin refugees surged toward West Germany with 2017 new arrivals registered at Marienfelde camp from Friday to Saturday, the highest daily total yet this rush. East German police hampered trains and blocked shortcuts while Adenauer urged calm and offered assistance to those fleeing.
