Three unions and the Bell System pressed marathon talks with federal mediators to avert a midnight strike by about 700,000 phone workers. A union spokesman said talks went on through the night, but no progress was reported.
President Carter's energy plan goes to the Senate where details may face a cooler reception. The House passed the measure Friday 244 to 177, with Sen. Russell Long saying hearings on tax provisions would begin Monday amid a month-long recess. The plan would raise energy prices and cut oil use by 2.5 to 2.8 million barrels daily by 1985.
A massive blast raged near the Houston Ship Channel as three large fuel tanks at General American Tank and Storage burned and two exploded. Flames rose up to 150 feet, a black smoke cloud spread, and witnesses felt shocks a quarter mile away while downtown Houston saw the glow from about twelve miles off.
