The House voted 232 to 175 to pass President Carter’s energy program, brushing aside a GOP bid to apply crude oil tax revenues to tax relief. The plan would issue rebates averaging about $22 to heating oil users and all income brackets.
Lawmakers from both chambers demand investigations after a government report shows nuclear fuel plants cannot account for 8,437 pounds of uranium and plutonium missing since World War II. Officials from two agencies released previously classified information confirming the loss.

The United States unemployment rate fell to 6.9 percent in July from 7.1 percent in June as the civilian labor force shrank sharply, mainly among teenagers. Total employment stood at 90.6 million with 6.7 million unemployed. Teen earnings improved for white youths but black teen unemployment remained high at 40.7 percent.
The mid point of summer arrives with Snyder recording 100 degrees under bright sun. Forecasters warn heat will persist across most of the state while Panhandle storms with lightning produced little rain. Early lows ranged from the 50s in Marfa to 68 in Snyder.
Colorado River Municipal Water District directors continued consideration of Texas Electric Service Company request for a 28 percent basic rate increase. PUC is reviewing under rural water rates, making district action premature until September report. Board notes rising costs, approves water sale contract memo, and reports Lake E.V. Spence project case dismissed.
Stormy weather noted in parts of West Texas with scattered late afternoon and nighttime thunderstorms in Panhandle and mountains southwest. Otherwise hot and mostly fair with highs in the 90s to near 104 in Big Bend valleys, lows mid 60s north to mid 70s south, mountains around 50s. Reading at 7 am today shows 74 degrees and no precipitation for the day. total 1977 rainfall 16.92 inches.
The Community Service Center announces $250 grants to help elderly and disabled residents in Snyder, Scurry, Nolan, Mitchell and Fisher Counties pay current and past due utility bills. Applications open Aug. 15 for those under poverty guidelines, with total funds of 28,000 for the region drawn from a $200 million federal emergency energy program.
