Lubbock Worker Charged with Capital Murder in Rumph Slaying
A 23-year-old Lubbock construction worker, Clarence Allen Lackey, was arrested at a Amarillo motel and charged with capital murder in the Sunday slashing death of Toni Diane Rumph. He was arraigned before Justice of the Peace Cliff Roberts who denied bond. Police found Lackey at the motel about 5 a.m. after identifying him and his truck from neighbors and his girlfriend.

Discount Proposed For Early WTC Taxpayers
