The Martin Co under NASA contract outlines tenative plans for lunar bases with remote controlled tunneling for construction. Insulated balloons and caves serve as shelters as crews work from a ship and live in inflatable balloons, while gravity effects and terrain pose challenges.
The Texas Employment Commission reports both employment and unemployment up in June. Total employment climbs 26,800 to 3,539,700, while unemployment reaches 230,400. The gain is largely due to seasonal agriculture and factory hiring. Non-farm employment adds 26,800.
University of California scientist Dr Kinsey Anderson reports a method to spot large shadows around sunspots to forecast solar flares four to seven days in advance. This could timing of manned orbital flights and a 1970 lunar mission, aiding shielding against cosmic rays.

He expects a roll call vote to defeat secretary treasurer Fred Schmidt and keep policy power with the president. The new Texas Industrial Union Conference aims to form a parallel program without conflicting with state AFL CIO policies.
The Air Force alerted 28 000 personnel in 71 Air National Guard and Air Reserve units for possible active duty as part of the defense buildup during the Berlin crisis. Kennedy signed legislation authorizing up to 250 000 reservists for extended tours. The alert covers 64 guard and 7 reserve units with about 750 aircraft, including 100 transports, and involves two states and the District of Columbia.
