The Western package would allow Soviet planes over the United States and Canada and give inspections of ports rail hubs highways and air fields. Europe would be opened to inspection with a North Atlantic zone and a broader European region. The plan aims to break the U N disarmament deadlock and requires broad international agreement.
In St Louis, 43 year old Orenza Young collapsed at dinner after attempting to adjust a floor lamp. He was sweating heavily in the heat and was electrocuted by the lamp near the dining area. Police report no foul play suspected.
