Treasury Secretary Douglas Dillon told the U S Chamber of Commerce that the 1963 64 deficit may be cut by about one billion dollars if an upturn continues He argued a tax cut would accelerate the economy and help move toward full employment while defending deficits as a tool for national security and job programs.
After a Kennedy breakfast, Senate Democratic Leader Mike Mansfield lauded the House leadership for unity and strength in passing controversial farm aid and medical education bills. Mansfield credited the House chiefs with outstanding work in recent weeks.
Boeing Co faced a strike ultimatum as the AFL-CIO Machinists Union pressed for a revised contract. A rolling walkout was planned to start in Cape Canaveral and spread to Seattle Renton and other bases with 15 000 workers not in the union. The firm warned it would keep operating and negotiations continued despite the dispute over performance ratings pay and job evaluation.
The Dominican Republic charged that President Francois Duvalier of Haiti offered Cuban military bases to Fidel Castro. The claim was voiced to a peacekeeping OAS mission arriving in the capital, as tensions over embassies and Haitian troops near Port au Prince escalated.

Mrs Way Violet McLain a divorcee was charged with murder in the April 18 slaying of Mrs Connie Williams 34. Williams mother of two was found in a garbage dump near Inez 15 miles east of Victoria after she was shot three times her limbs broken and body burned beyond recognition. Sheriff M W Marshall said more arrests are expected.

Talks featured ICC observers and North Vietnamese withdrawal plans for workers at Pathet Lao HQ. Some observers call Harriman’s Moscow mission hopeless despite Khrushchev’s neutrality pledge.
