Austin legislators plan a House Revenue and Taxation Committee session to consider a 30 million dollar tax package to fund Connally's spending plan. The proposal revises sales and franchise taxes, ends the clothing exemption, adjusts car tax, and creates targeted exemptions for newspapers and vending operators.
In New Rochelle and Mount Vernon a 32 year old electronics worker, Charles Hansen, killed his estranged wife Delores and four others, including their 4 year old son, at two homes. He then went to Trinity Episcopal Church, handed pistols to a priest and surrendered to police after saying I killed somebody.
In Santiago a pro Western coalition led by President Jorge Alessandri defeated a Communist led alliance in municipal elections. The turnout topped 1.8 million votes, dimming Red hopes for the 1964 presidential race as results came in.
Secretary of State Dean Rusk accused pro Communist forces in Laos of obstructive tactics as fighting rose in Plaine des Jarres. He urged SEATO vigilance while meeting with French leader Charles de Gaulle to discuss a multinational NATO nuclear plan and tensions in Southeast Asia.
Neutralist commander Gen Kong Le reports a heavy assault by pro Communist forces in Plaine des Jarres after losing Xieng Khouang. Premier Souvanna Phouma says neutralist garrison evacuated Xieng Khouang, with Pathet Lao and North Vietnamese troops active. Cease-fire breach feared. international control commission urged to intervene.

Texas Railroad Commissioner William Murray Jr defends his $700 000 West Texas lease profit saying his net was several thousand dollars after developing Throckmorton County oil wells. He notes the price matched development costs and cites high well success with 25 to 40 wells drilled and few dry holes.
Liberal leader Lester B Pearson urged a record turnout as voters chose a new Parliament. Prime Minister Diefenbaker faced a drubbed path after a rollercoaster campaign amid debates over nuclear missiles and U.S. ties. Polls projected a Liberal majority or minority with up to 133 seats. turnout expected near 80 percent across 205 districts.
South winds from the Gulf of Mexico brought another dry spell to South Central Texas and the northern half of the state. No rain was forecast with only a possible shower chance in the Panhandle by Tuesday. Mild temperatures continue with readings a few degrees above normal and highs from 97 at Presidio to 73 at Galveston.
The court delayed action on bids for two new trucks with trades. Bid amounts ranged from 4885.06 to 4940.00 with delivery dates 15 days for Chevrolets and unspecified for Dodges and Internationals. Wilson Davis, 45, of Sovder, was sentenced to three years in prison after pleading guilty in 12nd District Court. He faced charges of assault with intent to murder for a February 10 shooting that left Louis Strigle of New Mexico unknown to Davis. Strigle had been treated at Cod dell Hospital.
