Rep. Charles Diggs a 12 term Michigan congressman pleaded innocent to charges that he received more than 101000 dollars in kickbacks from employees on his federal payroll. He entered the plea at arraignment before U S District Judge Joseph C Waddy and set June 26 as a tentative trial date.

Tulsa businessman Roger Wheeler, a founder of American Magnesium in Snyder, has acquired the majority stake in the American Magnesium Co. and will operate the Snyder plant. Grover Eaton becomes general manager effective April 1 as Snyder Magnesium Co. expands financing. Ray Engelhardt leaves to join National Steel Corp. in May. The Snyder plant, about 10 miles southwest of Snyder, employs around 200 people.
President Carter says he will delay production of neutron warheads and awaits Soviet restraint in conventional and nuclear arms. He orders Defense Department to modernize Lance missiles and 8 inch artillery warheads but keeps open the option to install enhanced radiation elements later. He views the move as a bargaining chip in arms limitation talks.
A local farmer, Bill Houston, says the emergency farm bill before Congress could yield early results from the 1978 farmers strike. Houston notes the bill's passage may bring swift effects for striking farmers.
Dog owners in Snyder and Scurry County are urged to bring pets to the county agriculture building at the coli seum this Saturday for free registration tags and rabies vaccination. Council kept water drainage decision for a west side residential development and authorized sale of a lot at 23rd St and Ave R. A public hearing on intermittent discharge into Deep Creek from the sewage plant is set for May 10 at 11 a.m. in Lubbock.

He urged stronger penalties for child pornography and outlined priorities including drug smuggling crackdowns, stiffer penalties for crimes against the elderly, and tougher rape of a child penalties.
