The United States and Britain presented a summary of their draft treaty to ban nuclear testing to 17 nations in Geneva. The Soviet delegate Tsarapkin dismissed the summary and demanded three on site inspections per year with three automatic seismic stations, blocking broader talks.
Guatemala's military coup ousted President Miguel Ydigoras Fuentes as Col. Enrique Peralta Azurdia seized power and vowed to rule by decree. The regime suspended the constitution disbanded Congress and canceled the November election while promising elections later and to curb communism.
Snyder voters head to polls tomorrow for the first of two voting days this week. Three council seats are open with no contests. candidates are Bobby McCormick Place 1, Mr Broman Place 3, and Marshal Erwin Place 5. Polls open 8 a.m. to 7 p.m. and turnout is expected light. The council will canvass results and hold April session shortly after.

The Pardons Board chair said Candy Barr’s parole plan is approved and a parole certificate mailed to the Texas Department of Corrections in Huntsville. The department will determine the exact release date and the board cannot disclose parole plan contents.
Texas Senators approve 22 to 7 a proposal to abolish the poll tax for voting. The constitutional amendment heads to the House and then to Texas voters in 1964. Opposition cites federal pressure and tradition as reasons to delay and study further.
The Revolutionary Council ordered an 18 hour daily curfew with Brig Amin el Hafez named deputy military governor and interior minister holding martial law powers. Curfew runs 6 pm to noon daily and follows Damascus and Aleppo demonstrations amid regional power tensions involving Nasserist and Baath factions.
The Scurry County commissioners court approved elevator shaft plans to replace the west staircase and set April 15 for bids on the shaft and elevator. The court also agreed to Texas State Historical Survey Committee marker installation on courthouse square honoring Gen William R Scurry. Location for the monument will be decided by the Scurry County Historical Committee.
Sen. Mike Mansfield outlined a steady legislative program aiming for a September adjournment. He said major Kennedy proposals will reach the Senate floor for showdown votes leading to late summer action. He listed the $50 million mass transit bill first, then nominations to head Satellite Communications Corp, and youth employment and a wilderness bill before Easter.
