In New York on April 20 about 150 of the citys 3000 Spaniards will depart on the Panama for Havana with ten thousand barrels of provisions for the Spanish army in Cuba. Most Spaniards will remain despite hostilities and some will be transported free if they cannot pay for passage. A few further ships carry supplies and rumors swirl about aid to Cuba and Cross relief efforts with unclear reception in Havana.
A Herald from St Vincent Cape Verde Islands reports Spanish warships the Cristobal Colon Infants Maria Teresa and torpedo boats Furor Terror Prison Ariete Rayor Azora stand anchored and ready to sail for Cuba if war breaks out. Vizcaya and Amirante Oquendo are expected to join by Wednesday as crews brace for immediate action with no shore leave.

The country braces for war as resolutions demand Cuban independence and removal of Spanish forces.
General Miles will depart for France by Wednesday night with three aides. The army plans troop transport contracts and camp sites at Chickamauga New Orleans Tampa and Abilite. A 1000 mule pack train from Jefferson Barracks will move to Chickamauga then Cuba as army reorganization and promotions proceed.
